The site at Bukit Timah Road was launched for tender on 26 August 2025. The tender for the site closed on 11 November 2025. The site was offered for sale on a 99-year lease term.

Plum Newton site garners 8 bids, topped by HH Investment at S$566.29 million or S$1,820 psf ppr

HH Investment, a Singapore-incorporated company understood to be owned by members of the Liao family behind Huang Hsiang Construction Corporation of Taiwan, has placed the top bid of S$566.29 million – or nearly S$1,820 per square foot per plot ratio (psf ppr) – for a 99-year leasehold private housing site next to Newton MRT station.

The state tender for the site, which closed on Tuesday (Nov 11), pulled in eight bids. It can yield about 340 private homes.

The second-highest bid, from a tie-up between Hoi Hup Realty and Sunway Developments, came in at S$504.38 million or about S$1,621 psf ppr.

The Urban Redevelopment Authority (URA) has released a residential site at Bukit Timah Road for sale today under the second half 2025 (2H2025) Government Land Sales (GLS) Programme.

The site at Bukit Timah Road can potentially yield about 340 residential units. These form part of the 4,725 residential units to be released via the Confirmed List of the 2H2025 GLS programme to cater to housing demand and maintain market stability. 

The Government will continue to release a steady supply of private residential units in coming GLS programmes, with supply calibrated to account for prevailing economic and property market conditions.

The tender for the Bukit Timah site will close at 12 noon on 11 November 2025.

Prime plot likely to be hotly contested, could draw bids of up to S$1,600 per square foot amid plans for 5,000 homes around three clusters in the area

The government has put up for sale a residential housing plot along Bukit Timah Road, the first site to be released under plans for a new housing estate in the prime Newton neighbourhood.

The 0.58 hectare (ha) site is also the first state land plot in Newton to be put up for sale in almost three decades and is expected to be hotly contested.

The 99-year leasehold plot, which can yield around 340 units, is located next to the Newton MRT station and was used previously as transitional office space.

1  The Government has announced the GLS Programme for the second half of 2025 (2H2025). Comprising 10 Confirmed List sites and 12 Reserve List sites, the Programme can yield about 9,200 private residential units, 178,315 sqm gross floor area (GFA) of commercial space, and 880 hotel rooms.

2  The Confirmed List, which comprises 10 private residential sites, can yield 4,725 private residential units, including 990 EC units from two EC sites, and 4,515 sqm GFA of commercial space.

3  The Reserve List includes six private residential sites, one commercial site, three White sites and two hotel sites, which can potentially yield an additional 4,475 private residential units, 173,800 sqm GFA of commercial space, and 880 hotel rooms.
