About the Holland Plain GLS Plot

The Holland Plain GLS land plot was announced on 25 June 2024, as part of the 2H2024 Government Land Sales (GLS) Programme, which, at 11,110 private residential units, saw the highest supply introduced in a single year since 2013.

The land plot was released into the Reserve List, which means that instead of the land being made available for tender immediately, it is made available for application instead. A site on the Reserve List will be put up for tender only when a developer has made a successful application, with a minimum price which is acceptable to the Government.

It can yield around 275 residential units, and is located within the highly sought after District 10, in a private residential enclave.

With a plot ratio of 1.8, it is expected to be a low rise development.

This land will mark the first of many land plots still available within the Old Holland Road Big Field.

The plot joins another one located right beside it, also announced during the 2H2024 GLS Programme.

Holland Plain GLS Planning Concept

The Land Parcel is part of the new Holland Plain precinct, which is set within a housing area in the Bukit Timah Planning Area. Holland Plain precinct is bounded by the Methodist Girls’ School and the Brizay Park Good Class Bungalow Area (GCBA) to the north, the Holland Green Linear Park and Greenleaf landed housing estate to the south, the Rail Corridor to the west and low-rise / landed housing at Garlick Avenue to the east.

The Land Parcel is designated for private housing development and will be served by a new MRT interchange station at King Albert Park (KAP) between the existing Downtown Line (DTL) and the upcoming Cross Island Line (CRL). A new CRL station exit is planned within the north-west portion of the Holland Plain precinct. The development will enjoy convenient access to the City Centre and Singapore Botanic Gardens along the DTL, and when the CRL is operational, it will be well connected to Jurong Lake District and Clementi, as well as other parts of Singapore.

The Land Parcel is also well-connected to major arterial roads such as Dunearn Road and Bukit Timah Road, and is easily accessible to recreational facilities such as Holland Green Linear Park, the Rail Corridor and the future Bukit TimahRochor Green Corridor, educational institutions such as Methodist Girls’ School and Pei Hwa Presbyterian Primary School, as well as retail amenities at KAP Mall, Guthrie House, Link@896, and Bukit Timah Plaza and other commercial developments in the Beauty World area including the upcoming Bukit V mixed use development integrated with Beauty World MRT station.

Vision

The Holland Plain precinct is envisioned as a pedestrian-friendly neighbourhood set amidst lush greenery with ample park spaces and water sensitive urban design features, and good connectivity to public transport and major recreational networks. It is intended to provide a mix of low to medium-rise residential options, as well as new amenities such as an Early Childhood Development Centre (ECDC) facility.

The Land Parcel is intended to be well-integrated with the future Community Plain (park). It shall be lushly landscaped to enhance the overall sense of greenery in the area.

The Successful Tenderer is expected to build upon the unique context of the Land Parcel and employ innovative building typologies of appropriate form and scale in the proposed development that responds sensitively to existing developments (e.g. two-storey landed housing developments and GCBs), and the surrounding green spaces (e.g. the future Community Plain, Holland Green Linear Park and Rail Corridor).

Overall Government Land Sales (GLS) private housing supply increased in First Half 2025 (1H2025)

• The overall private housing supply from the GLS programme will be raised to about 8,505 units in 1H2025, from about 8,140 units in 2H2024. 

• These comprise about 5,030 private housing units, including 980 Executive Condominium (EC) units, to be tendered out via the Confirmed List in 1H2025. This is broadly similar to the 5,050 units in 2H2024, and close to 60% higher than the average Confirmed List supply in each GLS programme from 2021 to 2023. An additional 3,475 units will be made available via the Reserve List, higher than the 3,090 units in 2H2024.

URA releases four residential sites at Holland Link, Holland Plain, Chuan Grove and River Valley Green (Parcel C)

The Urban Redevelopment Authority (URA) has released four residential sites at Holland Link, Holland Plain, Chuan Grove and River Valley Green (Parcel C) for sale today under the second half 2024 (2H2024) Government Land Sales (GLS) Programme. 

The sites at Holland Link and Chuan Grove are launched for sale under the Confirmed List and can potentially yield 230 and 555 residential units respectively. These form part of the 5,050 residential units to be released via the Confirmed List of the 2H2024 GLS programme to cater to housing demand and maintain market stability.

The sites at Holland Plain and River Valley Green (Parcel C) are available for application under the Reserve List and can potentially yield 280 and 470 residential units respectively.

The Government will continue to release a steady supply of private residential units in coming GLS programmes, with supply calibrated to account for prevailing economic and property market conditions.

Other Details

The tenders for the Chuan Grove and Holland Link sites will close at 12 noon on 8 July 2025 and 29 July 2025 respectively.

1 The Government today announced the Government Land Sales (GLS) Programme for 2H2024, which comprises ten Confirmed List sites and nine Reserve List sites. Together, these sites can yield about 8,140 private residential units, 113,650 sqm gross floor area (GFA) of commercial space and 530 hotel rooms.

2 The Confirmed List comprises nine private residential sites (including one EC site) and one commercial & residential site, which can collectively yield about 5,050 private residential units (including 560 EC units) and 14,300 sqm GFA of commercial space. 

3 The Reserve List comprises five private residential sites (including two EC sites), one commercial site, two White sites and one hotel site. These sites can potentially yield an additional 3,090 private residential units (including 730 EC units), 99,350 sqm GFA of commercial space and 530 hotel rooms.

TEN new sites are on offer under the Government Land Sales (GLS) programme for residential housing in the second half of 2024. Six are on the confirmed list and four are on the reserve list.

The confirmed list includes two parcels in Media Circle, a Lorong Chuan site, and the first mixed-use site in the upcoming Chencharu precinct, according to details released by the Ministry of National Development (MND) on Tuesday (Jun 25).

The four new sites on the reserve list include two prime parcels of land in Marina Gardens Lane, River Valley Green (Parcel C), as well as an executive condominium site in Woodlands Drive 17. A site in Holland Plain, next to the Holland Link site, may also be triggered for sale if a developer makes a suitably high offer.
