1. The Urban Redevelopment Authority (URA) has awarded the tender for the site at Lentor Gardens to the highest tenderer, Kingsford Huray Development Pte Ltd.
2. The site at Lentor Gardens was launched for tender on 17 October 2024. The tender for the site closed on 3 April 2025. The site was offered for sale on a 99-year lease term.

[SINGAPORE] The seventh 99-year leasehold private housing site released by the state in the new Lentor Hills estate has drawn just two bids, with the top bid at a lower land rate than what the earlier six sites had fetched.
Property analysts offered a range of reasons for the outcome – from developers wanting to keep their powder dry for more choice sites coming up at state land tenders, to downside risks from a potential hit on the global economy on the back of the latest import tariffs announced by the US Trump administration.
The top bid in Thursday’s (Apr 3) tender, from Kingsford Group, at S$920 per square foot per plot ratio (psf ppr), was just 1.7 per cent higher than the only other bid of S$905 psf ppr, from a consortium comprising Hong Leong Holdings, Mitsui Fudosan and China Construction (South Pacific) Development Co.

The Urban Redevelopment Authority (URA) and the Housing & Development Board (HDB) have released four residential1 sites at Lentor Gardens, River Valley Green (Parcel B), Marina Gardens Lane, and Woodlands Drive 17 (Executive Condominium) for sale today under the second half 2024 (2H2024) Government Land Sales (GLS) Programme.
The sites at Lentor Gardens and River Valley Green (Parcel B) are launched for sale under the Confirmed List and can potentially yield 500 and 475 residential units respectively. These form part of the 5,050 residential units to be released via the Confirmed List of the 2H2024 GLS programme to cater to housing demand and maintain market stability. The sites at Marina Gardens Lane and Woodlands Drive 17 are available for application under the Reserve List and can potentially yield 390 residential units and 420 EC units respectively.
The Government will continue to release a steady supply of private residential units in coming GLS programmes, with supply calibrated to account for prevailing economic and property market conditions.
Other Details
The tenders for the River Valley Green (Parcel B) and Lentor Gardens sites will close at 12 noon on 7 February 2025 and 3 April 2025 respectively.

The Government today announced the Government Land Sales (GLS) Programme for 2H2024, which comprises ten Confirmed List sites and nine Reserve List sites. Together, these sites can yield about 8,140 private residential units, 113,650 sqm gross floor area (GFA) of commercial space and 530 hotel rooms.

The Land Parcel is part of the new Lentor Hills Estate, which is set within a predominantly private housing area in Ang Mo Kio Planning Area. Lentor Hills Estate is bordered by Lentor Estate to the north, Teachers’ Housing Estate to the south, Sindo Industrial Estate to the west and a mix of private and public housing to the east.
The Land Parcel is designated for private housing development. It will be connected to Lentor MRT station on the Thomson-East Coast Line by covered linkways. The Land Parcel is in proximity to the future Lentor Modern development. It is also well connected to major arterial roads and expressways such as the upcoming North-South Corridor (NSC), and within easy reach to recreational facilities such as Thomson Nature Park, Yio Chu Kang Stadium & Sports Complex, and educational institutions such as Presbyterian High School, Anderson Primary School, and CHIJ St Nicholas Girls’.
Vision
Lentor Hills Estate is envisioned as a pedestrian-friendly neighbourhood set amidst lush greenery with good connectivity to public transport. The Land Parcel is to be developed for Residential development. The maximum permissible Gross Floor Area (GFA) for the proposed development is 43,346 m 2 and the total GFA to be built is not to be less than 39,011m2 .
Early Childhood Development Centre (ECDC) Facility
The Successful Tenderer is required to provide an Early Childhood Development Centre 1 (ECDC) within the Land Parcel for a minimum of 10 years from the date of issuance of the ECDC licence. A minimum GFA of 600 m 2 GFA shall be set aside for the ECDC(s), which is expected to accommodate a total capacity of 120 children. The GFA of the ECDC(s) is to be computed as part of the total maximum permissible GFA for the proposed development.
After the initial 10-year period of operation, the MCST/owner may convert the ECDC space within the development to other community uses, e.g. elder care centre, subject to the landuse planning quantum controls specified in Condition 4.2 and approval of ECDA, URA, and relevant agencies. In the event ECDA, URA and relevant agencies deem that the space is no longer suitable or required for other community-based uses, the space can be converted for other compatible uses, subject to the approval of the Competent Authority and the landuse planning quantum controls.
Site Porosity and Wind Corridor
Preliminary wind flow analyses based on Computational Fluid Dynamics (CFD) simulations indicate that providing building porosity and aligning wind corridors to predominant wind directions will enhance wind flow and ventilation through Lentor Hills estate and the Hillock Park.
