The land parcel is the former site of the Raffles Town Club, which under a joint statement from SLA and URA in Nov 2023, earmarked the plot for future residential development when its lease ends on Oct 17, 2026 and will have to vacate the premises.
This plot is located directly opposite Stevens MRT Interchange just across the road, which is an interchange station between Downtown and Thomson-East Coast Line.
It is also located directly beside the Singapore Chinese Girls' School.

1 The Government has announced the GLS Programme for 2H2026. Comprising nine Confirmed List sites and 13 Reserve List sites, the Programme can yield 9,200 private residential units, 188,100 sqm gross floor area (GFA) of commercial space and 970 hotel rooms (see Appendix 1 [PDF, 283kb] and Appendix 2 [PDF, 148kb]).
2 The Confirmed List, which comprises eight private residential sites and one White site, can yield 4,745 private residential units (including 735 EC units) and 83,350 sqm GFA of commercial space.
3 The Reserve List comprises eight private residential sites, one commercial site, two White sites and two hotel sites, which can potentially yield an additional 4,455 private residential units, 104,750 sqm GFA of commercial space, and 970 hotel rooms.

Raffles Town Club will have to vacate its premises in Plymouth Avenue when its lease ends on Oct 17, 2026, with the site slated for future residential development.
In a statement on Nov 20, the Singapore Land Authority (SLA) and Urban Redevelopment Authority (URA) said the redevelopment of the site near Stevens MRT station will support future housing demand.
The agencies said the redevelopment is in line with the Government’s focus on redeveloping brownfield sites as much as possible to meet future demand for land, including housing.

The Singapore Land Authority (SLA) and the Urban Redevelopment Authority (URA) jointly announced today that the lease for the land currently occupied by Raffles Town Club Pte. Ltd. (RTC) at 1 Plymouth Avenue will not be renewed when it expires on 17 October 2026. The land is slated for future residential development.
Site to be put for future residential use
The redevelopment of the site, which is in close proximity to the Stevens MRT interchange, for residential use will support future housing demand and enhance the residential character of the precinct, and enable future residents to benefit from the transport infrastructure and connectivity to the city and around the island. This is also in line with the focus of redeveloping brownfield sites as much as possible to meet future demand for land, including housing.
To facilitate the redevelopment plans, the lease for the land currently occupied by RTC will not be renewed upon its lease expiry. RTC can continue its operations at its current site until the lease expires on 17 October 2026, upon which RTC will be required to return the land to the State. SLA will work closely with RTC on the return of the land.
Should RTC wish to continue operations after its current lease expires, agencies will engage RTC on the availability of suitable State properties through open tender, or RTC can explore other options from the open market.
