Woodlands North Integrated Transport Hub

In June 2025, plans were laid out at the Urban Redevelopment Authority’s (URA) Draft Master Plan 2025 exhibition, where it was highlighted that residents ofWoodlands North can look forward to having recreational facilities and other amenities under one roof at new integrated community hubs proposed for the towns.

The hubs in Sengkang, Woodlands and Yio Chu Kang – to be built in the next 10 to 15 years – will be located near public transport nodes and combine sports facilities, healthcare and community spaces in one location.

Woodlands Drive 17 EC Land Planning Parameters

The Land Parcel at Woodlands Drive 17 (“the Land”) with a site area of 26,979.9 sqm shall be for Executive Condominium Housing Development (“the development”). 

ALLOWABLE GROSS FLOOR AREA (GFA)

The total GFA for the development shall not exceed 56,658 sqm but shall not be less than 50,993 sqm. Based on the site area of 26,979.9 sqm, the permissible Gross Plot Ratio (GPR) should not exceed 2.1*. The total GFA shall be computed in accordance with the Urban Redevelopment Authority’s (URA’s) Development Control Guidelines.

Any additional GFA over and above the maximum permissible GFA specified for the proposed development accrued from incentive GFA schemes will be subject to the prevailing Development Control Guidelines and the approval of the Competent Authority under the Planning Act. This additional GFA may be subject to the payment of Land Betterment Charge, if applicable.

All tenderers are advised to carry out their own simulation studies to ascertain the achievable GFA for the proposed development, including any additional bonus GFA allowable under the prevailing Development Control Guidelines. Such simulation studies should account for all relevant considerations including the building height controls and existing ground conditions of the Land Parcel, as well as the possible need to provide basements.

EARLY CHILDHOOD DEVELOPMENT CENTRE (ECDC) FACILITY

The Early Childhood Development Agency (ECDA) requires the Successful Tenderer to comply with the following requirements:

(i) The Successful Tenderer is required to provide an Early Childhood Development Centre [1] (ECDC) with Class A/B licences within the Land for a minimum of 10 years from the date of issuance of the ECDC licence. A minimum of 500 m 2 GFA shall be set aside for the ECDC. The ECDC is estimated to accommodate a total capacity of 100 children. The GFA of the ECDC is to be computed as part of the total maximum permissible GFA for the development.

(ii) After the initial 10-year period, the Successful Tenderer/ MCST/ owner may convert the ECDC space within the development to other community uses, e.g. elder care centre, subject to the approval of ECDA, URA and relevant agencies. In the event ECDA, URA and relevant agencies deem that the space is no longer suitable or required for other community-based uses, the space can be converted for other compatible uses, subject to the approval of the Competent Authority.

The Housing & Development Board (HDB), as the Government’s land sales agent, has launched an Executive Condominium (EC) site at Woodlands Drive 17 for sale by public tender today.  

The EC site, which can potentially yield about 560 residential units, is among the 10 Confirmed List sites under the Government Land Sales (GLS) Programme for the second half of 2025 (2H2025). 

The tender will close at 12:00 noon on Tuesday, 13 January 2026.

1  The Government has announced the GLS Programme for the second half of 2025 (2H2025). Comprising 10 Confirmed List sites and 12 Reserve List sites, the Programme can yield about 9,200 private residential units, 178,315 sqm gross floor area (GFA) of commercial space, and 880 hotel rooms.
