Overall Government Land Sales (GLS) private housing supply increased in First Half 2025 (1H2025)

• The overall private housing supply from the GLS programme will be raised to about 8,505 units in 1H2025, from about 8,140 units in 2H2024. 

• These comprise about 5,030 private housing units, including 980 Executive Condominium (EC) units, to be tendered out via the Confirmed List in 1H2025. This is broadly similar to the 5,050 units in 2H2024, and close to 60% higher than the average Confirmed List supply in each GLS programme from 2021 to 2023. An additional 3,475 units will be made available via the Reserve List, higher than the 3,090 units in 2H2024.

FOR the third time this year, the government has thrown out a bid for a state land site that it assessed to be too low, and has held back from awarding the plot.

The tender for the 60-year leasehold long-stay serviced apartment site in Media Circle was not awarded because the sole bid was too low, the Urban Redevelopment Authority (URA) said on Thursday (Oct 3). 

The S$120 million bid from a Frasers-led consortium, which worked out to S$460.80 per square foot per plot ratio (psf ppr), came in far below analysts’ estimates, which had ranged widely between S$650 and S$1,100 psf ppr for the parcel.

1The Urban Redevelopment Authority (URA) closed the tender for the Government Land Sales site at Media Circle for Long-stay Serviced Apartments on 19 September 2024, with a sole bid submitted by FCL Land Pte. Ltd., Padawan MC Pte. Ltd. and Empire One North Property Pte. Ltd. The tender has not been awarded as the sole bid is assessed to be too low (see details of the tender for the site in Annex 1 [PDF, 14kb]).

In contrast, an experimental site designated for 520 serviced apartments near the one-north office hub saw just one offer from a Frasers Property-led group. The consortium put in a S$120 million bid translating to S$461 psf ppr, far below what analysts had earlier estimated the plot could fetch, and raising doubts that the tender would be awarded.

The Media Circle plot comes under a new rental category of long-term serviced apartments labelled SA2, that was introduced last year to help meet market demand. While it is the third SA2-type site to be put up for sale, it is the first “pure” serviced apartment project to be tendered, and comes with a shorter 60-year lease compared with the standard 99-year lease for state land parcels.

URA releases state land sale sites in Margaret Drive, Media Circle

THE Urban Redevelopment Authority (URA) on Thursday (May 30) released two residential sites – one in Margaret Drive and the other in Media Circle for sale under the first half of the 2024 government land sales (GLS) programme. 

Developers are likely to remain conservative in bidding for these plots, as was the case in recent tender exercises, as the housing market slows further, say analysts. 

The two land parcels launched for sale are on the confirmed list. Confirmed list sites are launched according to schedule regardless of demand; sites on the reserve list, on the other hand, are put up for tender only when a developer makes an offer acceptable to the government. 

The other land parcel along Media Circle in the Buona Vista area will be launched for tender as a dedicated long-stay serviced apartment site with a commercial element on the first floor. It is on a 60-year lease.

At 5,764.3 sq m and a maximum GFA of 24,211 sq m, this plot could provide around 520 long-stay serviced apartments. These apartments are a new rental category introduced last year to help meet short-term supply needs.

The Urban Redevelopment Authority (URA) has released two residential sites at Margaret Drive and Media Circle for sale today under the Confirmed List of the first half 2024 (1H2024) Government Land Sales (GLS) Programme.

The site at Margaret Drive can potentially yield 460 residential units, while the site at Media Circle can potentially yield 520 long-stay Serviced Apartments1. These form part of the 5,450 residential units to be made available via the Confirmed List of the 1H2024 GLS programme. To cater to demand, the Government has increased the Confirmed List supply of private housing in the GLS programme to 5,450 units in 1H2024, from 4,090 units in 1H2023 and 5,160 units in 2H2023. This is the highest supply on the Confirmed List in a single GLS Programme since the 2H2013 GLS Programme.

The tender for the Margaret Drive site will close at 12 noon on 1 August 2024, together with an Executive Condominium site at Jalan Loyang Besar. The tender for the Media Circle site will close at 12 noon on 19 September 2024, together with a Commercial & Residential site at Tampines Street 94
